To all Units,
As of today, the Cypress District Advancement Chairman will act of Chairman of
the Board of Review for all Eagles. This is done to insure that the standards
of National are adhered to since there are changes in the Eagle Scout application
on new Publication "Advancement Committee Policies and Procedures" #33088
dated 2008. The changes are on page 27. They are as follows:
- An Eagle Scout project involving council property or other BSA activities is
not acceptable.
- An Eagle Scout project may not be performed for a business.
- An Eagle Scout project may not be of a commercial nature.
- An Eagle Scout project may not be a fund-raiser.
- Fund-raising is permitted only for securing materials needed to carry out the
project.
- Donors to Eagle Scout projects must be made aware of what entity is benefiting
from the project, and that it clearly is not the Boy Scouts of America. (A flyer
must be given to each donor stating that it is not for the BSA but for the benefactor
of the Eagle project. Each donors name and address should be listed for the workbook.)
- Any funds raised for an Eagle Scout project that are not used for the purchase
of project materials must be returned to the donor.
If any gifts or donations in cash is received, it must be listed as material donated
by the giver, ie a bucket of paint, 2X4, no cash.
Be sure that when prospective Eagle Scouts are filling out their Eagle Scout project
book that no cash is shown, only donations.
As Chairman of Eagle Boards, I will be reviewing Eagle Scout Leadership Service
Project Workbooks before the Board of Review to insure National standards. If
a unit wishes to participate, they can assign one individual who will be trained
to be their Chairman for all Eagle Scout BOR's for their Unit. When that individual
has been trained, then the District Advancement Committee Chairman will not serve
as Chairman for that unit. If the Unit does not wish to participate with a Chairman
for the BOR's, then they will need two people from the District Advancement Committee
on their BOR's, one will be the Advancement Chairman and the other will be representative
for the District chosen from the District Advancement Committee. Those individuals
are Chairman - Warren Sander, members are Howard Hilker, Mark Moore, Phillip Brown,
Dr. Robert Taylor, and David Hildebrandt.
